    Ooh I remember when this idea was first being bandied about. It’s related to their recruitment issues - high ranking military members are traditionally in the service for a decade or more, and there aren’t as many people like that as there used to be, so the idea is to bring in people from the private sector and let them skip ahead to higher ranks.

    The troops hate it of course, and I can’t imagine it’s a good idea to fluff the ranks of your military with people who lack military experience.
