Such chickens can only thrive if they for example are stopped from laying (e.g. with hormonal implants), which negates the very reason a person like that would keep them. Then, the very motive for keeping the animals in the first place will eventually drive a small scale farmer to compromise on the conditions, because keeping animals alive is not cheap in on itself.
