40 years is the rough time period most people consider “modern” for contemporary events. Going older than 40 seems like “history” to most people.
I wouldn’t call it a dodge, everyone knows China has participated in a couple of invasions/bombings in the earlier part of its history, the point is that in the last 40 decades they have not, so if we are to evaluate how they are now or how they will be in the immediate future, that seems like a useful thing to point out.
40 continuous years can hardly be called cherry picking.
