“Longtail” cargo bike is the term for that design. Not sure about that specific bike though.
Hypothesis: this is actually a safer way to ride due to cars seeing you as much more of a threat and therefore giving you MUCH more room than normal.
And if they don’t see you at all, well then they’ve learned a valuable lesson about being aware of their surroundings.
