Someone else mentioned this, but IRS doesn’t take money from states, it taxes individuals and corporations directly. There’s really nothing the state can do to disrupt this outside of something outlandish like making a law that all CA businesses are obligated to defy federal tax law and stop all federal tax withholding. Which obviously would get slapped down legally
