This was a card I posted to r/custommagic back in 2020 to mixed reviews. If I redid this, I would probably adjust it to 1U but I still maintain that it’s fine printed at U. The whole point of this card is to get something that teeters on the line of too broken.
I think the power level is pretty good here! I would make it an uncommon to keep it out of pauper though, and maybe make it a 0/1 so it doesn’t block as well.
Also, the typeline is incomplete. It needs a creature type (probably thopter) and I think it should certainly be an artifact creature (or a vehicle).
Seems like a good role-player! Slots into a lot of strategies- flyers, artifacts, blink, scry, weenies, etc.
I think they purposefully avoid putting “ETB draw a card” on a body for less than two mana, at least I can’t think of anything that has it. I dunno if it would be too broken necessarily, but I would really like this for my blink deck.
Assuming this is intended to be an artifact creature, I think it would probably be too broken for modern, legacy and pauper (and any format with good artifact support really) as is. If it were printed in standard I’d expect it to cost 2U, comparing it to [[Cloudkin Seer]], but if you really want to push it, 1U might be a safer, but still incredibly powerful choice.

Why is it not a thopter?
It definitely should have been, that was an oversight when I set it up
