Actually it’s funny, just rewatched VOY and Neelix was one of Janeway’s most important resources/aces in the hole the whole way through. Everyone loves to complain about endless leola root casseroles and stews but the crew never went hungry and he always had a smile and a joke and a story, and he singlehandedly saved Voyager’s bacon more than a couple of times.

I never bought the “can’t replace them”. Really? Can’t figure out how to make a blowy up thingy with all those trading outposts? Sure it might not be as fancy but you could get something.
Sure, I’d buy that. But that’s not what they claimed in show, and they never even implied otherwise. Ammo shortages were a plot point for pretty much the entire series.
I think this is where they missed what the series could have been. Start with squeaky clean, then go into trading, hacking together tech, maybe turning to arms dealers.
Like those episodes where the NX-01 Enterprise was in the Delphic Expanse and almost completely destroyed

Ammo shortages are still possible even if you’re restocking frequently. In FTL: Faster than Light, many shops only have a limited quantity of missile ammunition for sale, so you’re rarely “fully stocked”.

To be fair, 80% of the campaign consisted of the GM going “yeah, that sounds cool, let’s go with it”. When the players noticed, they took it to the extreme and described how they one-shotted the Borg Collective and insta-ported themselves back home. And got away with it.
