In any case, and I catch downvotes every time I say this, Putin does not have a big red button to personally launch nukes. The Soviet Union ordered launches, at least twice, and the officers refused to comply.
Same as the US, no one high in the chain of command is allowing nukes to fly. The leaders may be bug fuck, the generals and admirals are not.
So that means no nuclear launches will happen until everyone from the chain of commant is removed (e.g. Nazi DE)
