Also the president isn’t elected by the population. So it’s even cheaper as politicians don’t need to be brain-washed, they can simply be bought.

Unfortunately, this is not uniquelly a German situation. I find it a miracle we still have (some sort of) a Government at all in our divided countries.
Sadly I think that you are wrong here. More division and no working government would at least be a sign that there is a healthy chunk with brains left. Instead we get totally idiotic populists in power because propaganda victims are the majority and calling th shots (well, not actually, but they are too stupid to realize how the people they elect are working against them anyway).
Careful what you wish for. No Government usually leads to utter chaos, and I’m not so optimistic about human nature.
And none of the problems you care for would be resolved. Check for extreme examples Haiti, South-Africa, Myanmar etc.

And why go so far to find extreme examples around the world? When you can also look at the usual state of government in Belgium, a close European neighbour…
