My plan would be to make the network publicly owned and have ISPs purchase access to it. Then they can compete on features and pricing rather than relying on being a monopoly.
It would work a lot like how dialup worked. If you want a bare bones connection you can get that. If you want a big platform like AOL you can get that, too.
