ofc we’re all in agreement of that, so i would like to point out that no use of animals in policing, security, the penal system or warfare is justifiable. All are animal welfare concerns, all are dubious in their usefulness and almost all are a human rights issue waiting to happen as they come with the problem that you are basically abusing a living, feeling animal as an autonomous weapons and sensor suite that you may or may not be able to recall when it makes a decision you do not agree with. Among a bunch of other concerns for the animal, the people it is used to police, the people who house it after it is retired, i could go on.
