I think that they are very distinct genres that explore different zeitgeist anxieties prevalent in the eras they emerged from. The (explicit or implicit) state of the wider world isn’t generally explored or relevant in cyberpunk fiction except maybe as a bit of world building flavor.

Cyberpunk’s whole thing is expressing the economic anxieties of the western middle class / petit bourg and creating power fantasies of control in worlds where people are stripped of their agency by extremes of power imbalance and corruption.
