As the person in charge he shouldn’t be passive to everything around him, at fucking least, take an active role in observing the situation, or assuaging the media nearby.
Instead, at BEST he’s just lost and confused; doesn’t know what to do in an emergency. At WORST, he just doesn’t give a fuck. Trump lands somewhere between these two, and either way doesn’t look like a leader.

It’s a medical emergency, the MD is handling it. Inserting himself into that situation wouldn’t improve it.
