Only Jedi Knights and Masters could be Generals. Ahsoka never became an official “Knight” under the Order (although she far exceeded many of the “Masters” on the council). If it wasn’t for the Jedi Council being dumbasses, she likely would have had her trials to become a Knight shortly before she left the order.
Even Ashoka had the rank of General. Underneath Anakin, obviously, but still, a General.
Giving a General rank to teenage Padawans probably should have been a sign .
