Maybe they don’t wish to be active without the people they knew? On top of that they are a backup. Does this version survive the events of “Living Witness”? Will it wish to preserve itself in case it can be reunited with Voyager (or somehow returned to 24th century).

EDIT: We can only assume they got separated and unable to return to Federation due to events of DIS. Before DIS, it would be assumed the Federation was still in a stable state we saw it during 24th century.
