I agree with you but UKR may not have the luxury of triaging a bunch of people into non combat roles, and with regard to reaction under fire, I don’t think anyone really knows how they’re going to react in that situation until they’re in it. Even volunteers.

Do they not have protocols and a radio channel to the secret service - even if they’re confused could they not have alerted someone more professional?

Depends where you are. I’ve grown up in that kind of culture and appreciated it - then moved somewhere where respect wasn’t given by default and you had to earn it. Same goes with trust, to some extent.
