Lol, no, that stuff was catching on at least 15 years ago, and was a massive meme before the pandemic. The “what are you doing step bro,” meme is from 2018, and the industry had already gone hard in that direction for a while before that.

They generally only use a single one for counts. You use the double setup here for speed tracking.
There’s almost no reason for having two of them other than to measure speed, otherwise you’d only use one. But it’s not for enforcement, it’s to see how fast most drivers actually drive the road. This can be used for things like adjusting the speed limit, or testing to see if measures need to be taken to enforce it more strictly, etc. I know there is a hill in my hometown that residents used to always complain about speeding. They used exactly this setup to track the speed of drivers. They found that there was no excess in speeding, the steep hill required more gas to maintain speed, and people generally associate louder engine noise with higher speed.
It helps that when one uses them on their own land, they are more likely to carefully track where they were used and can conduct cleanup operations when feasible.
It absolutely can create ambiguity, just in different circumstances. The truth is, people should just pick a format they like, and be vigilant about possible ambiguity and reword the phrase if it is unclear.
Live in NH, took a trip to Flagstaff AZ once. Phoenix was like 110 degrees, and it was so surreal. Like, it was super hot, but not unbearably uncomfortable. We weren’t ever out of AC long, hopping between buildings to vehicles etc, but I distinctly remember thinking about how easy it would be to get scary dehydrated. Flagstaff was high 80’s, sometimes low 90’s and felt fucking amazing. When we got home to high 70’s and humidity I felt like I was going to die, it was the worst.
