The voice of the Enterprise computer is spoken by Majel Barrett, who also is the actress playing Lwaxana Troi.
So she is literally talking to herself in the scenes involving the computer.
she was also nurse chapel from tos and wife of gene roddenberry. and damn good actress, she really added some depth to the lwaxana character in ds9.
before she passed, they supposedly let her record whole phonetic alphabet, so it could be used to generate computer voice in future treks, but nutrek went different direction.
i have no idea how good the recordings were and if they would be actually usable, or it was just a dream. today we would have different technology for that anyway.
