They set off from within “Israel” (edit: I think). The non-“Israelis” there would be Palestinians, who know that the deception would never work. If they were looking to drastically risk their lives this way, I don’t think they would bother pretending to be “Israeli” nationalists. The simplest explanation is the best, this is a fleet of genocidal nationalists attempting to intimidate Palestinians and their allies.
