PLO as an organization is the primary domestic collaborator with israel in the west bank to oppress Palestinians. they have overseen the development of the settler-colonial project in the west bank. it is a less popular organization in the west bank than Hamas, by a good margin. there’s an element there of the grass always being greener i’m sure, but it’s definitely the case that Palestinians living in the west bank do not appreciate their “leadership” helping the zionist entity oppress them.
