While that sounds like a wonderful idea in terms of getting people to the speed you want them, it also sounds way more expensive than anyone would think is ever worth it.
Just string some Christmas lights down the median divider.
Hundreds of miles of them? Forget cost, the wiring wouldn’t hold up under all the power that would need to flow through it.
You probably decline lots of ideas because you need a fully technical working product on the idea board.
