Air traffic controllers are government employees and are considered essential, so they have to keep working, but are doing so without pay.

They went on strike under Reagan and he fired every single one, getting scabs, retirees, and military ATCs to take their places. So yeah ATC work is pretty fucked and will continue to be so until something breaks.
